This boss is a little tough. At the start Eggman will shoot 3 balls of electricity. This is the main attack from the boss and you"ll constantly have to avoid it through the duration of the battle. You have to avoid them but you'll have to be aware of the spikes on both sides and when the spikes are on one side. Once you see a pole, you'll want to avoid Eggman's fire and jump onto the pole and go up to get at high as you can to jump from the pole.
When Sonic’s shoes face outward from the pole (while he’s holding on to the pole) press the jump button. This will launch him forward in the direction away from the pole with the correct timing. If you go backwards you missed the timing. It’s also hard to time since the screen is continuously scrolling upwards but if you notice that there’s always a pole on either the left or right side with a gap of spikes after passing the poles on both sides try to remember that if you missed a pole on the right you can get the next pole on the left and Vice versa
The goal is to hit the top of the red bumper so that the head of the robot lands in the spikes. You"ll have to carefully time the jump off the pole fast otherwise the screen will scroll too quickly and you'll miss your window of opportunity to land a hit on the boss. Repeat this process 6 to 8 times, (Hard to know if I hit him and he just didn't blink but it's probably six hits) and Eggman's robot will explode.
Ya know with him still inside and he"ll somehow survive, get in his ship, and fly away to fight you again. Not like a machine exploded in his face with external combusting flames big enough to engulf his head or anything.
