Cop FAILS Terribly - Doesn't Understand Basic Laws

Time and time again we find officers that wear the uniform like a loose trash bag. Worse yet, is that they are unable to interpret statutory language... let alone learn the key elements of the ordinances they're enforcing! Here, we have Officer Y. Bouzarif of the Long Beach Police Department and his Superior, Officer Silva, misusing 10.58.040 - Walking on roadway prohibited.
