China has expanded export controls on rare earth elements — a move aimed at refining its export control system and, according to many observers, responding to a series of U.S. coercive measures seen as violations of the Madrid agreement. In response, U.S. President Donald Trump has threatened sweeping 100% tariffs on Chinese goods and new export restrictions on critical software. So, why does Washington continue to impose punitive measures on China despite the Madrid agreement, which commits both sides to avoid further provocations? What does China's tightening of rare earth exports mean for U.S. industries? And beyond rare earths, as the U.S. imposes new fees on Chinese vessels and Beijing responds in kind, are we witnessing the start of another trade war between the world's two largest economies?
