This keynote presents a model for sustainable improvement in educational outcomes for Indigenous and other Minoritized students in English-medium public schools. The presentation will draw upon actual examples of system level reform at the school level from a large-scale school reform project, Te Kotahitanga, implemented in New Zealand secondary schools from 2003 to 2013. The presentation will demonstrate how the model of reform was developed, implemented and improved over a series of phases of the project.
