This a SNES Doom deathmatch played over the XBAND modem. There were actually no sound effects during play other than the background music (I assume they did it to decrease lag), so the audio is supposed to be that way.
The way that gameplay worked was that the first person to score 5 frags and exit the level won the match. If anyone exits the level prior to that, you go back to the level select screen to choose a different one. This could be done if things weren't going your way on a level and/or to reset weapons and items because they didn't respawn.
