To start, talk to Alleria to get the quest. If you already have it, speak with the Locus-walker instead. Follow them to the portal, and once you're there, you can skip the cinematic.
Turn in the quest to the Locus-walker, and he will give you another one. This time, talk to Om'en, and you'll have the option to skip the main questline. To do so, select the dialogue option, "I have heard this tale before." You will then receive the quest, "A Skip Through the Void."
Fly to Overlook Zo'shuul and speak with Hashim to get your cloak. He also sells the gem for your cloak socket.
Don't forget to empower your Reshii wraps and get your Phase regulator to exit Phase Divin.
