In November 2025, the Department of Homeland Security (DHS) released a Notice of Proposed Rule Making (NPRM) seeking to overhaul how U.S. Citizenship and Immigration Services (USCIS) collects and uses biometrics. The proposed rule, would mark the most extensive expansion of biometrics authority in U.S. immigration history.

• Require biometrics from anyone filing or associated with an immigration benefit
• Remove age limits — allowing collection from minors and infants
• Expand biometrics to include DNA, iris scans, and voiceprints

• Require biometrics from U.S. citizen and LPR petitioners for family-based cases
• Replace police clearances for VAWA and T visa applicants with FBI background checks
