To prepare a Chinese tea such as Wulong, takes several steps, none of them just for show. The pots and cups will be cleaned and warmed up, while the drenching will eventually give color to the clay. The hot water will not stay at the pot where the leaves are for too long as the tea will get too bitter, so the second pot will function as a vessel for the prepared tea. The purpose of the thin cup is to keep the aroma trapped until you bring it close to your nose, so its more than just the sense of taste that matters.
