This film, produced in 1974 by Glynis Film for the Sacramento Charter Commission, was written, narrated, and co-produced by John Jervis. The film discusses Measure E, a 1974 proposal that would have merged the governments of Sacramento County and its cities and special districts into one governing agency. Ultimately, the measure did not pass. Statements by Charter Commission chair Tom Hammer and commission member Maynard Nelson are featured, as are shots of downtown Sacramento, the Arden Fair Mall area, Rancho Cordova, Orangevale, Folsom, Rio Linda, and many other local areas.
