After finishing the battle with the giant robot "γ" (gamma) on an unknown planet, Rockman returned to Dr. Light's laboratory and reported the results of the battle.

And a year later.........

Suddenly, the laboratory monitor started working automatically, showing a person never seen before.

His name is Dr. Cossack, he was an ambitious scientist who, like Dr. Wily, planned to conquer the world.

He challenged Rockman and Dr. Light and displayed on the monitor one after another the eight cities that he had already conquered to showed his enormous power and said:

"You can obey me, or challenge me. Choose wisely and give the answer !!"

Dr. Light secretly developed the New Rock Buster and equipped it to Rockman. He sent him back to the battlefield to regain the peace of the eight cities conquered by the Dr. Cossack.

With the advent of Dr. Cossacks, a new battle began.
