A lot of business owners and managers who have tried pay-per-click campaign in the past simply did not set up certain components of their campaign properly. Unfortunately, this leaves them with a bad taste in their mouths about the effectiveness of PPC campaigns.
In my experience, this scenario usually happens for one of two reasons -- assuming the website is designed properly and converts decently. They either did not set up geographic targeting or they did not set up negative keywords. Both of these issues are easily fixable.
