Fixing Steamroll Games in WoT with Skill-Based Matchmaking

Read @chrisbadger8684 's comment in the description which describes a way this could be implemented with barely any increase in queue times. I think his implementation improves on the one I described in the video. It involves setting up teams as is done currently, but then switching players across teams who are in the same tier/class of tank to equal out the teams based on skill after teams have already been selected by the match-maker.
