It's quite common to have an intermittent rubbing/rasping sound on any vehicle fitted with mechanical disc brakes, especially on electric scooters.
It almost sounds as though something is not correctly aligned.
However the likelihood is it can be remedied with this quick fix.
NOTE: This procedure does not require adjustment of the brake cable. Only do so if there is slight pad wear or excessive play in the brake lever.
