This is the Hill Street pedestrian crossing at Tamworth, located in northern New South Wales, Australia. These signals were installed on 27 - 30 June 1997 along with the other pedestrian crossing at Fitzroy Street.
Both signals have Klaxon sounders, Aldridge Electrical "Don't Walk" lights and GRS (General Railway Signal Company) semaphore gate mechanisms.
The train shown in the video is NP23 Xplorer service from Sydney to Armidale.
