The Syrian army is making rapid advances against the Kurdish-led Syrian Democratic Forces (SDF), towards its stronghold of Raqqa.
But the SDF is warning that an attack on the city could pose an imminent danger to the ISIL detainee prison located there, if the security situation is destabilised.
After more than three years of fighting, Syria’s sixth largest city was recaptured by the SDF after it was seized by ISIL in 2014.
The SDF's continued control of the city, and the province gives it significant leverage.
It's home to several prisons holding thousands of ISIL fighters, as well as significant oil and gas reserves.
William Lawrence is a former US diplomat and a professor of international relations at the American University. He says the SDF is caught between a tactical retreat and phased withdrawal from territory it agreed to hand over to government forces during the rapid gains made by its military
