Gerald Knaus on corruption in the CoE: “It took a handful of people who refused to look away.”

Gerald Knaus is auteur en oprichter van de denktank European Stability Initiative (ESI). Op woensdag 8 oktober sprak hij op het symposium ‘De toekomst van de democratie en rechtsstaat in Europa’, naar aanleiding van het werk van Pieter Omtzigt.

In zijn toespraak vertelt Knaus over zijn samenwerking met Pieter Omtzigt in het blootleggen van de zogenaamde “caviar diplomacy” binnen de Raad van Europa: een netwerk van corruptie waarbij luxe geschenken en geld uit Azerbeidzjan werden ingezet om politieke invloed te kopen. Hun volharding leidde tot een onafhankelijk onderzoek dat systematische omkoping bevestigde en tot het aftreden van meerdere hooggeplaatste functionarissen, waaronder de voorzitter van de Parlementaire Assemblee, Pedro Agramunt.

Knaus benadrukt dat deze strijd liet zien hoe individuen, gesteund door bondgenoten, Europese instellingen kunnen beschermen tegen autoritaire inmenging. Hij waarschuwt dat de grootste bedreigingen voor de Europese democratie vandaag komen van binnenuit: de uitholling van de rechtsstaat, de pogingen van autoritaire actoren om instellingen te corrumperen of te verlammen, en de verspreiding van desinformatie die het vertrouwen in het democratische debat ondermijnt.

Gerald Knaus in zijn toespraak: “Instituties zijn essentieel voor democratische vrede — maar zonder mensen die van binnenuit bereid zijn te vechten tegen hun verval, zal de rechtsstaat niet worden beschermd.”

On Wednesday, October 8, he spoke at the symposium “The Future of Democracy and the Rule of Law in Europe,” organized in recognition of the work of Pieter Omtzigt.

In his speech, Knaus reflected on his collaboration with Pieter Omtzigt in exposing the so-called “caviar diplomacy” within the Council of Europe—a network of corruption through which Azerbaijani funds and gifts were used to buy political influence. Their persistence led to an independent investigation confirming systematic bribery and resulting in the resignation of several senior officials, including the Assembly’s president, Pedro Agramunt.

Knaus underlined that this case demonstrated how determined individuals, working with allies, can defend European institutions from authoritarian capture. He warned that today’s greatest threats to European democracy come from the erosion of the rule of law within member states, the corruption and paralysis of institutions by authoritarian actors, and the spread of disinformation undermining trust in democratic debate.

In his speech Gerald Knaus noted: “Institutions are key for democratic peace — but without people inside them who fight their decay, the rule of law will not be protected.”
