To unlock a higher difficulty level for CPU players, you must beat a CPU player on their highest available difficulty in a Party Mode (Board Game Island, Globe Trot, etc.).

Beat CPU players set to Advanced in a Party Mode to unlock EXPERT MODE.

Beat CPU players set to Expert in a Party Mode to unlock MASTER MODE. I hope that helps.
