A New Compact for Global Health Financing

Health aid has made a tangible difference to lives around the world. But volatility, fragmentation, and top-down restrictions cause serious problems for health systems in countries that receive aid. So how could we do better? We propose a New Compact for Global Health Financing, an agreement in which  countries identify and fund high value core services, while donors focus on funding a top-up package of services at the margin or other cross-cutting investments.
