The hilarious amateur stylings of one Joseph Rothschild a.k.a ‪@MBTYuGiOh‬ Used for his Yu-Gi-Oh series "Ten Minute Testing"
which is not the case here....

To give context this actually refers to a time in which YouTube's "Term of Service" include the following clause: “YouTube may terminate your access, or your Google account’s access to all or part of the Service if YouTube believes, in its sole discretion, that provision of the Service to you is no longer commercially viable",

basically saying as condition of using YouTube as a service that they could delete or bar access to your YouTube page if they decide it wasn't making them enough money. And as Joseph referred to in the video disproportionately effected LGBTQ+ creators, other minority groups, and anyone who wasn't already monetized with Youtube at the time. This would take effect as of December 10th of 2019 (which is the date at which this TMT released). A month from what I can tell when they announced it on Nov 10th. With YouTube coming out on with a tweet on Nov 11th basically denying any all claims saying quote:

"The section of our Terms that you're referring to is not about terminating an account if it’s not making enough money – it's about discontinuing certain YouTube features or parts of the service, e.g. removing outdated/low usage features. This does not impact anyone in new ways!"

NOTE
I do want to clarify that YouTube's terms of service no long say this (because it was bad and people complained).
