Confraternidad - Brotherhood (Colombian Song about the brotherhood between Paraguay and Colombia)

🇪🇸• A mediados del siglo XIX Paraguay pasó por la que sería la peor guerra en su historia. Sobre los años de 1864 y 1870 el país luchó en la guerra de la Triple Alianza, se dice que en aquella guerra, denominada la más sangrienta de Sudamérica murió el 90% de la población masculina adulta del Paraguay.

Debido a la gran perdida de población y territorio sufrida por Paraguay, Colombia fue el único país en brindarle apoyo a los paraguayos, esto a través de la ley 78/1870 expedida por el Congreso de la República, quien tenía como líder al presidente Eustorgio Salgar. En la ley el gobierno colombiano mostró su apoyo a los paraguayos en los artículos  1º y 2º en los cuales se ofreció el estatus de colombianos a los paraguayos que a causas de la guerra quedaran despatriados por la desaparición de su país.

Articulo 1° : El Congreso de Colombia admira la resistencia patriótica y heroica opuesta por el pueblo de Paraguay a los aliados que combinaron sus fuerzas y recursos poderosos para avasallar a esa república, débil por el número de sus ciudadanos y por la extensión de sus elementos materiales, pero tan respetable por el vigor de su sentimiento y acción, que todo lo que hay de noble en el mundo contempla su grandeza, lamenta su desgracia y le ofrenda vivas simpatías.

Artículo 2° : El Congreso de Colombia participa del dolor de los paraguayos amigos de su patria por la muerte del mariscal Francisco Solano López, cuyo valor y perseverancia indomables, puestos al servicio de la independencia del Paraguay, le han dado lugar distinguido entre los héroes, y hacen su memoria digna de ser recomendada a las generaciones futuras.

Además, Colombia envió comida y varios médicos para ayudar a los paraguayos, en esos momentos de dificultad. Tanto fue el apoyo de Colombia a Paraguay que el 27 de julio de 1870 el Congreso de Colombia expidió un decreto que señala lo siguiente: Si por efecto de la guerra, el Paraguay desapareciera como Nación, ningún paraguayo será paria en América; con solo pisar tierra colombiana, en caso de producirse, gozará en forma automática de los privilegios, facultades prerrogativas y derechos colombianos, es decir que de perder la nacionalidad paraguaya serán automáticamente colombianos.  Firman Eustorgio Salgar-(Presidente), Felipe Zapata (Ministro de Relaciones exteriores) y Jorge Isaacs ( Presidente del Congreso).

🇬🇧• In the middle of the 19th century, Paraguay went through what would be the worst war in its history. About the years 1864 and 1870, the country fought in the War of the Triple Alliance, it is said that in that war, called the bloodiest in South America, 90% of the adult male population of Paraguay died.

Due to the great loss of population and territory suffered by Paraguay, Colombia was the only country to provide support to Paraguayans, this through law 78/1870 issued by the Congress of the Republic, whose leader was President Eustorgio Salgar. In the law, the Colombian government showed its support for Paraguayans in articles 1 and 2 in which the status of Colombians was offered to Paraguayans who, because of the war, were left homeless due to the disappearance of their country.

Article 1: The Congress of Colombia admires the patriotic and heroic resistance opposed by the people of Paraguay against the allies who combined their forces and powerful resources to subjugate that republic, weak due to the number of its citizens and the size of its elements materials, but so respectable for the vigor of his sentiment and action, that all that is noble in the world contemplates his greatness, laments his misfortune, and offers him warm sympathies.

Article 2: The Congress of Colombia participates in the pain of the Paraguayan friends of their homeland for the death of Marshal Francisco Solano López, whose indomitable courage and perseverance, placed at the service of the independence of Paraguay, have given him a distinguished place among the heroes, and make his memory worthy of being recommended to future generations.

In addition, Colombia sent food and several doctors to help the Paraguayans in these difficult times. Colombia's support for Paraguay was so great that on July 27, 1870, the Colombian Congress issued a decree stating the following: If, as a result of the war, Paraguay disappeared as a nation, the Paraguayans will not be an outcast in America; just by stepping on Colombian soil, if it occurs, they will automatically enjoy Colombian privileges, prerogative powers and rights, that is, if they lose Paraguayan nationality they will automatically be Colombian.
