🗳️ Key Summary — “17 New Election Reforms in Bihar”

Main Announcement:
Chief Election Commissioner (CEC) Gyanesh Kumar unveiled 17 new reforms ahead of Bihar Assembly Elections 2025, with a plan to replicate them nationwide later.

⚙️ Major Reforms Introduced

1. EPIC Delivery SOP:
New Standard Operating Procedure to ensure EPIC cards (voter IDs) are delivered within 15 days of registration.

2. Mobile Deposit Rule:
Voters must deposit mobile phones outside the polling booth.

3. Booth Officials’ ID Cards:
All booth-level officials to carry official identity cards for easy recognition.

4. Full Webcasting:
100% webcasting at all polling stations to enhance transparency.

5. Smaller Polling Booth Size:
Max 1,200 voters per booth (down from 1,500).
12,817 new polling stations added → total 90,712.

6. Colour Photos on EVMs:
First time in India: Candidates’ colour photographs and larger serial numbers on EVMs to avoid confusion.

7. Vote Counting Rules Updated:
Any mismatch in Form 17C or EVM counting will trigger VVPAT recounts.
Postal ballots must be counted before the final two EVM rounds.

8. Timeline:
Elections to be held in two phases – Nov 6 & 11, counting on Nov 14.
To be completed before Nov 22, when the Assembly term ends.

🗺️ Bihar as a Testing Ground
Bihar is the first state to implement these 17 measures.
These will be replicated across India after performance evaluation.
