Steps: -

1. Create Virtual Network in first Subscription
2. Create Virtual Network in Second Subscription
3. Create virtual Network Gateway in first Azure Subscription - 40 min
4. Create virtual Network Gateway in Second Azure Subscription - 40 min
Make sure there is no overlap in Subnet's of the two Vnet's

5. create Local Network Gateway in first subscription
6. create Local Network Gateway in second subscription
Check VM connectivity before creating connection.
7. create connection in first subscription - 3-4 min
8. create connection in second subscription - 3-4 min

check the status - both the connection should show connected
check connectivity after creating connection. Either try ping or mstsc Remote Desktop.
Ping might not work if ICMP is not enabled on the VM at NSG and windows firewall level.
