As far as I know, this works on all versions of the game. I've done it on the Switch, which is the most recent version of this game.
Steps Simplified:
1. Defeat Lady Comstock in the bank
2. Leave and then reenter the bank
3. Travel through the vault and back to the area where the guy is dead next to the piece of gear and the bath tub looking thing(?)
4. Facing and starting from the right-most cabinet nearest to the entrance (or exit) of the vault door, prepare your Undertow vigor.
5. Starting moving to the left and when the Crow runs by reel him in. Hit him with Shock Jockey, and melee him to death.
6. You can then move back to the right and repeat this over and over again.
It's preferable to have some gear on that helps with melee damage or stun, so no extra salts are used, and no ammo is wasted.
