Across Gaza, hundreds of thousands of displaced families are living in temporary shelters that were never designed for prolonged use. After months of repeated displacement, winter storms and exposure, tents are no longer sufficient to protect families from cold, flooding and preventable health risks.
Caravans are not a permanent housing solution, but they provide stronger protection from weather, improved safety and dignity, and the ability to support basic services. As long as reconstruction remains blocked, durable interim shelter is essential to reduce suffering and prevent further harm.
Tents may be necessary in the first days of displacement. Gaza is far beyond its first days.
Caravans are the minimum.
