Jeff Brotman got a law degree so that he wouldn't have to work at his father's store. Still, somewhere along the way, he ended up co-founding a national retail empire. Costco is famous for the four hundred million dollars in toilet paper it sells a year. And the $1.50 hot dog and soda special that hasn't changed in price since 1985. But beyond all the good value, it is Brotman's good values that endear Costco's nearly seventy million members to the company. This may irritate Wall Street, yet it's also what has made Costco such a success, and Brotman a good civic citizen in the Pacific Northwest
