Why did Reconstruction fail?

Reconstruction after that war was about implementing civil rights for labor, freemen, and westerners. Radicals managed to place this goal in the constitution, but the country lacked the will to get it done. After the Civil War, everyone was exhausted from fighting each other, but that was one of many causes of the apathy that doomed Reconstruction.
