抗戰爆發前，老洪、王強和彭亮是好朋友，日本人來了，斷了他們的活路。不久，老洪做些小生意，王強在洋行當腳夫，他們以此作掩護，實際是為八路軍蒐集日本人的情報和成立鐵道遊擊隊。他們潛入特務部隊，消滅了許多日本人，令日本人談起鐵道遊擊隊，皆畏稱為飛虎隊，聞“虎”色變。日軍司令小林於是組成一支假飛虎隊四處活動，藉此破壞真飛虎隊賴以生存的群眾基礎……

Before the breakout of the Sino-Japanese War, HUNG, WONG, and PANG were best friends. HUNG and WONG secretly joined the local guerrillas after the Japanese began invading China. HUNG ran a small business and WONG worked as a courier for a Japanese trading firm, hiding their true identities in order to collect intelligence on the Japanese for the Red Army. WONG soon found out that the trading firm he was working for was indeed an intelligence unit of the Japanese and the three managers there were retired officers of the Imperial Army. One night, HUNG, WONG, and PANG murdered the three managers. The security chief OKAYAMA was unable to find the murderer, but in certainty that it was a cover operation of the Red Army…
