Seeing if the dodgy half PWM control idea is going to work ok or not, with the motor and its feedback connected. A npn transistor and a mosfet added to the output of the second timer.
Scope probes on the output of the phototransistor and the gate of the mosfet.
First trying the circuit with a 3.3kohm resistor on the pnp transistor base, and a 100kohm resistor on the capacitor bleed. Seeing it doesnt respond quick enough to the motor slowing down, giving noticeable pulses.
Changing the capacitor bleed resistor to 27kohm seems to give better control, but the control at low speeds is still not great.
Seeing how the circuit reacts to using the mosfet bypass to increase the motor speed, and also additional load with drag on the card.
