CORRECTIONS:
You get the Aether Guard hyper passive, because the extra seconds from the hyper passive apply to the reduced cooldown of the skill, bringing it down to a ~24-25 second cooldown (ty @leorneuman3356 for explaining this, and Kat for testing this out 💜)
A % STR hat still looks to be the better option over a CD reduction hat, for everything except better aligning burst rotations in parties, due to hitting bloom off-cooldown constantly being theoretically near impossible (ty @Increased9 💜)
