The locks, run by the U.S. Army Corps of Engineers, are the only way that Canadian and U.S. ships loaded with ore and wheat can get from Lake Superior to the lower Great Lakes and Atlantic Ocean. One report called the locks "the Achilles heel of North America's industrial economy.
