Poor Combat Performance of Waffen SS & NKVD Divisions?

My Patron, Bigman Foamy, asked - I've heard that German SS & NKVD were certainly more "fanatical" in attack or defense than their Heer and Red Army counterparts, but suffered significantly higher casualties and were maligned for poor performance. Was this really the case?

History isn’t as boring as some people think, and my goal is to get people talking about it.
