Hello, Independence families and community members — I’m Superintendent Kelli Cogan, and thank you for joining me for our December “In the Know” update.
As we wrap up 2025, I want to take a moment to look ahead to an exciting chapter for our district — planning for a new PreK–8 school building.
After a comprehensive study by architectural firm AVG, we learned that constructing a new PreK–8 building is actually the most financially responsible path forward. Renovating our current buildings would cost about $63 million, while a new facility is estimated at $59.5 million. The Board of Education has selected Garmann Miller as our architectural partner for this pre-bond planning work.
At our December 16th Board of Education meeting, Garmann Miller presented the initial design and cost estimates of a new PreK-8 school building. On December 17th, the Board approved a Resolution of Necessity to place a school facilities funding issue on the May 5, 2026, ballot, for the construction of a new PreK–8 school building.
As this planning continues, we’re engaging voices from across our schools and community. Our teachers and staff discussed the project during their November professional development day, and our Key Communicators Committee also reviewed initial plans and shared their perspectives. We also hosted a community focus group with residents to gather input and ideas for the design of the new building. And next, beginning in January, we will begin having community meetings to share the design and funding needs. We also plan to meet with many school and civic organizations.
Just as importantly, we’re listening closely to our students. During the Superintendent’s Student Advisory Committee meeting, students shared incredible ideas about what makes learning meaningful — from flexible, collaborative spaces to hands-on, real-world experiences. Their feedback is helping to shape our vision for a modern, connected PreK–8 learning environment.
This is truly a once-in-a-generation opportunity to create a modern, safe, and inspiring space that reflects our district’s commitment to excellence. Together, we are building not just a school — but a foundation for the future of Independence.
