Shaitan is a full borg conversion Solo. He appears for a short introduction during the 2023 Arasaka raid. He is however quickly taken out of commission. This wasn't actually what happened though, due to the fact that Johnny Silverhand is an unreliable narrator. This video covers the real series of events and where Shaitan is by 2077.
