Vaporeon's Forbidden Move

Vaporeon is one of Eevee's first 3 evolutions, introduced in generation 1 of Pokemon [Red, Blue, and Yellow]. It's programmed to learn several moves by level-up, but one of them can't be accessed by normal means.
