This mission might be even more frustrating than the "Sharks in the Water" - I finally passed it after maybe 5 attempts with only one friendly unit remaining...
I think the most important is to take out the tanks with Hellfires ASAP, don't let them close to the goverment building, rearm on the roof whenever your Hellfires are empty or there is a short breather between the attacks, if you try to wait for automatic reload you will not make it.
