أدار محمد أحمد الجاسم مطعم دجاج في الرّقَّة في فترة سيطرة تنظيم الدولة الإسلامية، وقد اعتقله عناصر الحِسْبَة لتأخره دقائق عن الصلاة، فحُكم عليه بالسجن عشرة أيام وبأربعين جلدة.
لم تُبَلَّغ عائلته بمكان اعتقاله طوال مدّة سجنه، وكغيره من السجناء عانى محمد أيضاً من سيل الإهانات الصادرة عن الحراس.
تحدث محمد عن المحاباة، فقد ميّز عناصره وحابوا الأشخاص المدعومين ممَّن لديهم أقارب وأصدقاء من أصحاب النفوذ. ويقول محمّد معلِّقاً: "إذا كنتَ مدعوماً، يُطلق سراحك". أمّا المستضعفون مثله فقد عانوا من الاعتقال والإهانات والجلد.

الجاسم اعتقل في سجن مدرسة معاوية لثلاث مرات في العام 2015، بتُهم "بنطال ضيّق وتَأَخُّر عن الصلاة وبيع امرأة غير منقبة".

Muhammad Ahmad al-Jasem ran a chicken restaurant in Raqqa during the period of ISIS control. He was arrested by the Hisba members for being a few minutes late for prayer and sentenced to ten days in prison and forty lashes.
His family was never informed of his whereabouts during his detention, and like the other prisoners, Mohammad endured a stream of insults from the guards.
He also spoke of favoritism within the Hisba Diwan, explaining how members favored and released those with influence or connections:
“If you had connections, you’d be released.”
But the powerless like him suffered repeated arrests, humiliation, and flogging.
Al-Jasem was detained three times in the Muawiyah School Prison in 2015, on charges of wearing tight pants, being late for prayer, and serving an unveiled woman in his restaurant.
His testimony is part of a broader investigation by the ISIS Prisons Museum into the Hisba Diwan, featuring field interviews, reports, and 3D virtual tours that connect testimonies to patterns of abuse — to understand how ISIS used this apparatus to intimidate civilians and control their daily lives.
