Former American diplomat Hugh Dugan is leading an effort to "DOGE" the UN. His team is looking into ways to make the global organisation more cost effective. Dugan's proposals come as the UN is already facing a liquidity crisis and more cuts are announced every day. FRANCE 24's Jessica Le Masurier reports from New York.
