This look is inspired by the teen beauty queen, Alexia Wheaton, from the film "Wish Upon a Star (1996)" I loved this film so much growing up and I thought Katherine Heigl's character was the epitome of 90's teen glamour! She looked cool, could have been the frosty makeup that made her look like the ultimate ice queen! She was fabulous any way you put it!
