LA Sanitation & Environment (LASAN) has long provided Angelenos with essential waste services across the City, including collection of trash, recycling, and organics, on-call bulky item pickup, and much more. Maintaining these services is part of LASAN’s commitment to protect the health and wellbeing of our residents and keep the City free from blight.
The fees for these vital services have been unchanged for nearly two decades, but rising costs now mean that the current rates no longer cover the full cost of operation. To address this discrepancy, LASAN is proposing adjustments to the Solid Resources Fee (or, trash fee) and the Multi-Family Bulky Item Fee. Both these fees can be found on residents’ LA DWP bill. If approved, the new fees would go into effect in Fall 2025, with incremental yearly increases until 2029.
Residents would be impacted by only one of these increases, not both, depending on the type of dwelling in which they reside.
The Solid Resources Fee increase would apply to those who reside in single family or small multi-family properties whose solid waste is collected by the City. This fee, also called the “trash fee,” covers all costs related to the collection, transfer, recycling, and/or disposal of solid waste collected by the City - approximately two million containers each week! In addition, the fee helps to provide essential services to ratepayers such as unlimited bulky item collection, kitchen scrap recycling, household hazardous waste collection centers, and much more.

Financial assistance may be available for both rate increases through LADWP’s Lifeline Program or Low Income Customer Assistance (EZ-SAVE) Program. Ratepayers who are currently enrolled in one of these financial assistance programs will automatically have their discounts applied to the new rates. All customers regardless of income also have the option to enroll in the Level-Pay program, which allows you to pay your bill monthly instead of bimonthly.
