Nibbi 19mm PE19 Carburetor on 139QMB GY6 50cc Maddog. Will A Smaller Carb Go Faster?

Tried the 21mm PWK on the 50 Icebear Maddog in 49cc mode. It was just too much carb down low. Had needle on leanest setting and still getting ¼ throttle bog. Going to try a 19mm Nibbi PE19 and see if it is an improvement.
