Revelation 17 describes the Harlot sitting on the 7-headed Beast (the religious power united to the political power). Together they form Babylon the Great, which has opposed God from the beginning at Babel. The harlot on the 7th head is destroyed at Mid-Tribulation to make way for the new state religion of antichrist worship (the harlot on the 8th head).
