In more provincial areas of the Philippines, the power doesn't always stay on 24/7! It's kind of normal to experience blackouts, or as the Filipinos call them, brownouts. They can happen unexpectedly, or as is the case with Dumaguete lately, be scheduled in advance. Either way, they're usually a pain, but somehow we get through them.
