Phillips & Cohen co-founder John Phillips, who was a key architect of the modern-day False Claims Act, and Jeb White, chief executive officer of Taxpayers Against Fraud and the TAF Education Fund, contribute their insights into how the False Claims act became the government’s chief fraud enforcement tool.

Claire Sylvia is the author of a widely cited treatise on the False Claims Act and a thought leader in the qui tam bar. She has represented a number of whistleblowers in successful qui tam cases against defense contractors and healthcare providers.
