Government contracts are won long before a proposal is ever written.

This is the market research phase, it's where you can legally:

2. Influence the requirements
3. Develop a deep understanding of what the government needs and get involved before the solicitation is ever released.
This takes time.
But, when you understand the proper way to sell to the government:
Competition drops.
Close rates rise.
You stop chasing and start driving the opportunities.
