Aravalli forests may be dominating headlines, but the Supreme Court has now turned the spotlight on how thousands of acres of Uttarakhand’s forest land were allegedly grabbed by private entities while the state “sat like a mute spectator”. A bench led by CJI Surya Kant, hearing a dispute over 2,866 acres notified as government forest land and partly leased decades ago to Rishikesh-based Pashulok Sewa Samiti, noted that even after 594 acres were formally surrendered back to the Forest Department in 1984, private parties claimed possession and titles on the basis of a “prima facie collusive” decree and began treating the land as their own from 2001 onwards. Calling this “shocking”, the Court has enlarged the case into a suo motu proceeding, ordered the Uttarakhand Chief Secretary and Principal Chief Conservator of Forests to set up a fact-finding enquiry committee, barred all sales, mortgages, third-party rights and fresh construction on the disputed forest land, and directed that all vacant areas (except existing residential houses) be taken back into possession by the Forest Department and the local Collector until further orders.
