The method I use for adjusting brake shoes on my ifor williams trailer.
Jack up all wheels and ensure all wheels are free to turn.
Tighten the brake adjuster whilst turning the drum to center the shoes until it locks on so that it cannot be moved by hand.
Then back off the adjuster 1/4 turn, as simple as that.
