The working life of regulators frequently involves varied and often contradictory pressures, high (possibly unachievable) public expectations, a need to maintain effective relationships with their duty holders, and too little or too much or too changeable guidance from their authorising environment.
And yet we all aspire to be excellent at what we do. What makes for an excellent regulator?

Professor Cary Coglianese, Professor of Law and Political Science, University of Pennsylvania
Professor Cary Coglianese is the Edward B. Shils Professor of Law and Professor of Political Science at the University of Pennsylvania, where he currently serves as the director of the Penn Program on Regulation and has served as the law school’s Deputy Dean for Academic Affairs.
He specializes in the study of regulation and regulatory processes, with an emphasis on the empirical evaluation of alternative regulatory strategies and the role of public participation, negotiation, and business-government relations in policy making.
His most recent books include: Achieving Regulatory Excellence; Does Regulation Kill Jobs?; Regulatory Breakdown: The Crisis of Confidence in U.S. Regulation; Import Safety: Regulatory Governance in the Global Economy; and Regulation and Regulatory Processes.
Prior to joining Penn Law, Professor Coglianese spent a dozen years on the faculty at Harvard University’s Kennedy School of Government, where he founded its Regulatory Policy Program. He was a founding editor of the academic journal Regulation & Governance, and he founded and advises the daily publication of The Regulatory Review.
Kate Maddern, Director, Victorian Disability Worker Commission
Kate Maddern is the Director of the new Victorian Disability Worker Commission. She was previously Assistant Director, Disability Worker Registration Scheme Implementation in the Victorian Department of Health and Human Services, leading an implementation team to establish two new regulators, the Disability Worker Registration Board of Victoria and the Victorian Disability Worker Commissioner, supported by a new Victorian Disability Worker Commission.
Prior to her move to DHHS she held various positions to drive better regulatory practice. This included as Director, Public Transport Regulatory Operations. She was also Director, Regulatory Practice in the former Department of Economic Development, Jobs, Transport and Resources, working collaboratively to deliver better regulatory practice, including across the transport, agriculture, forestry, game hunting and environment portfolios.

Simon is Chair of the Steering Group of ANZSOG’s National Regulator Community of Practice.
Simon was appointed part-time commissioner of the Victorian Essential Services Commission in April 2019.
His previous roles include senior executive positions government in the Victorian Department of Premier and Cabinet, the Department of Treasury and Finance, the Victorian Competition and Efficiency Commission, WorkSafe Victoria, and the Commonwealth Productivity Commission .
From 2011 to 2018 he was the Director, Policy, Programs and Evaluation, Management Consulting at KPMG Australia. He has also been a consultant to the OECD in Mexico, and drafted the OECD guide on governance of regulators.
