Obviously, C3 or C4-ex for maximization. C3 is probably the best way to go, but it's arguable. C4-ex has a pretty long recovery, and I get hit many times in this video because of it. You can't really use the strategy of keeping enemies only in front of him because his C4-ex works best when there aren't peons blocking some of the bullets to the officer. If you use his C4-ex far away then, you'll have less bullets hitting the targeted officer. So the thing is...you might as well just go in close and execute it, and anticipate spending two R1's to execute one C4-ex because of the counterattack after it. If you get close enough, you can deal some pretty serious damage, like shown against Double Defense Lu Bu in this video. This is actually the first time I've ever dealt so much damage to Lu Bu, so I was lucky to get it in this recording.

C3 in my view is better than C4-ex. It's easy to see that C3 has an inferior execution, but I don't recall it being much of a problem at all. The recovery of his C3 is pretty fast. Anyway, in my experience C3 execution is safer than C4-ex recovery. C3 is free too.
