Lawyer and broadcaster Joseph Kotrie-Monson talks to TalkTV’s Trisha Goddard to explain how the so-called Post Office Horizon IT Scandal unfolded, and how subpostmasters have taken on the Royal Mail and later the Post Office.
The scandal began in 1999 when the UK government automated accounting processes at Post Office branches. The introduction of Fujitsu's centralised computer system, Horizon, resulted in numerous unexplained accounting shortfalls for subpostmasters. Instead of addressing the issues, the Post Office wrongfully blamed the branch operators.
Subpostmasters, technically running their own businesses as agents for the Post Office, faced unjust prosecutions for theft and false accounting. Over 15 years, more than 700 subpostmasters were prosecuted, with some sent to prison. The Post Office used tactics such as instructing call centre staff to deny widespread issues and employing private investigation and prosecution powers.
The scandal continued for years until a high court case and a public inquiry revealed the extent of the injustice. The UK government is now proposing emergency legislation to overturn convictions related to Horizon evidence. However, the offered compensation, £75k for those not convicted, is deemed inadequate by those affected, creating a pressing need for swift resolution as many face imminent financial ruin.
