All characters who have only a name and an icon, but no model in the garage are available for the game, they will be displayed correctly in races and minigames. Their models were not added to the garage due to the game's limits being reached - when more are added, the game becomes unstable.

To unlock NPC tourists & Stadium staff you must buy them in Bonus Content store or unlock by "ALLYORS" cheat-code.
